Flamingo District Master Plan and Design Program

Everglades National Park, FL

Everglades National Park (The Park) encompasses over 1.5 million acres, it is the largest subtropical wilderness in North America. The Park is a designated World Heritage Site, an International Biosphere Reserve, and a Wetland of International Significance.  The Flamingo District was developed in the 1950’s, as a part of the NPS Mission 66 redevelopment program, and it is the largest developed area within the Park.  The District was devastated during hurricanes Katrina and Wilma in 2005. Before this event the historic District offered a wide range of visitor services including a visitor/interpretive center, marinas, service station, retail facilities, campgrounds, administrative/maintenance facilities, trails, fishing, recreation areas, and hotel accommodations in the Flamingo Lodge and Cottages. 

FiLL p.l.l.c. principal Phil Hendricks Jr. ASLA, facilitated the master planning process for the major redevelopment and expansion this area, documented in the Flamingo Master Plan and Design Program. This plan established a detailed overall vision for  redevelopment, and provided guidance to establish the “New Flamingo” as an eco-friendly destination with a greater variety of lodging including greatly expanded camping opportunities, recreation, interpretation and visitor services. The Master Plan exemplifies the sustainable vision of the national park and will guide planning, design, construction, restoration and use of Flamingo for the next 25 years. Given the scope and proposed cost of the project, the plan was developed into six phased implementation strategies. Currently the NPS is working towards a funding strategy including both public and public-private partnerships.

FiLL p.l.l.c.principal Phil Hendricks Jr. ASLA served as the: principal-in-charge, task order manager, lead planner and landscape architect while at a previous firm (EDAW/AECOM), as a sub-consultant on the National Park Service (NPS) Southeast Region Architecture/Engineering Services IDIQ primed by Smith Dalia Architects, LLC.
